description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN><SPAN>The Free and Reduced report is based on free and reduced-price meal eligibility that is reported by each School Food Authority (SFA). An SFA is the governing body that is responsible for the administration of one or more schools and has the legal authority to operate the National School Lunch and/or School Breakfast Program. Occasionally, some non-associated sites/schools can contract with SFA’s, which means that the school site may be reported under and associated with an SFA that is not their normal District/Charter District of operation. Some schools are associated with an SFA for the school meals programs even though the belong with a different school or charter district for other educational programs. The eligibility numbers and enrollment figures are from October of the current school year, as reported by the SFA as of the 31st of October. For the purpose of the National School Lunch Program (NSLP), “eligible” means that a student has been certified as qualifying for free or reduced-price benefits based on Family Size and Income Guidelines published by the United State Department of Agriculture. To be eligible for free meals, a family’s income must be at or below 130% of the federal poverty level or are Directly Certified as free-eligible. Families whose income falls between 130% and 185% of the federal poverty line qualify for reduced-price meals. Eligibility determinations are made at the local level by the food service director, principal or other person designated by the school administration. </SPAN></SPAN></P><P><SPAN /><SPAN /></P><P><SPAN>The report uses the Child Nutrition Programs online reporting system site claim for the NSLP. The information has been manually calculated for all schools participating in the school lunch program. For schools participating in the Community Eligibility Provision, their numbers of eligible students are determined by their individual site Identified Student Percentage, as instructed by USDA. For schools participating in Provision 2/3, the number of eligible students is determined by the school’s base year of operation. </SPAN></P><P><SPAN><SPAN>There are public schools in the state of Arizona that do not participate in the NSLP and therefore are not mentioned in this report. This file is not intended to serve as a report of income eligibility for all enrolled students in all schools, and does not include individual student-level data. All schools are required to submit student-level income eligibility data through AzEDs. </SPAN></SPAN></P><P><SPAN><SPAN>The Identified Student Percentage is one of many calculations to measure poverty at the school level. Researchers and interested parties wishing to know the aggregated percentage of enrolled students or current-year aggregated Income Eligibility 1 and 2 data should use calculations found here or consult the Research department here. </SPAN></SPAN></P><P><SPAN /><SPAN /></P><P><SPAN STYLE="font-weight:bold;">Data Suppression </SPAN></P><P><SPAN><SPAN>The masking of certain data is required by Arizona Department of Education (ADE) policy. The policy is based on federal laws to protect the privacy of students. The USDA limits the disclosure of student eligibility for free and reduced-price meals or free milk. USDA regulation 7 CFR 245.8(f)(8) prescribes the penalty for any individual who provides unauthorized disclosure as a fine of not more than $1,000 or imprisonment for up to one (1) year, or both. In addition, disclosure of other certain protected data outside of ADE without the student’s written consent violates ADE’s policy formulated under the Family Education Rights and Privacy Act (FERPA) 20 U.S.C. §1232g. In addition to civil and criminal penalties, violation of FERPA can result in a loss of federal grant money. Ethical and legal considerations resulting from the USDA regulations and the FERPA law require ADE to mask data when released to the public. </SPAN></SPAN></P><P><SPAN>The unmasked cells do not contain data for less than 10 students or greater than 98% enrolled students. USDA policy Memorandum SP 99-07 states that “Providing aggregate (eligibility) information that does not identify individuals continues to be permitted without consent.” Release of data showing 100% of students could potentially identify a student and is not permitted. Masked data are identified with an “ * ” (asterisk). Users of the data need to be aware that columns containing masked data will not give accurate aggregate results. </SPAN></P><P><A href="https://www.azed.gov:443/hns/frp" STYLE="text-decoration:underline;"><SPAN STYLE="text-decoration:underline;"><SPAN>https://www.azed.gov/hns/frp</SPAN></SPAN></A></P><P><SPAN /><SPAN /></P></DIV></DIV></DIV>
